ITERS diapering procedure

I have a classroom where the trash can is not within arms reach of the changing table, because the children are just mobile and strong enough to topple it over with a push. The staff members place a plastic bag beside the changing table with the other supplies. The dirty diaper, wipes, and gloves are placed in this bag and the bag is thrown away after the child's hands are washed but before the changing table is cleaned and the adult's hands are washed. Is this acceptable? If not, can you suggest an alternate procedure?

Some ideas: 1) Try weighting down the trash can so it doesn't topple, with heavy bags of sand or something.
2) The plastic bags could be considered a choking hazard if they are within reach of the children.
3) Otherwise, this sounds feasible.
4) You could pose it as a "Parking Lot" question next week in Miami!
