Sand & Mulch on Playground

I have read the requirements in the All About Book and Playground Guide. Some centers would like to know how the requirements work for the amount of sand and/or mulch on the playground when there is a combination of both being used? (i.e., 12 inches of sand under so many inches of mulch/wood chips)

The requirement is that a minimum of 6" of cushioning be used under and around most of the preschool age play equipment. The required depth changes with the height of the equipment. It can be one material or a combination. We use a thick wooden rod to measure the depth. If it doesn't go into the cushioning material readily, then it is not resilient enough to prevent injuries. If a manufactured material is used, it must meet the ASTM requirements for resiliency, as shown on the paperwork form the manufacturer.
