Substantial Portion of the Day

I have a school where a 3-year-old room and VPK room are only open for a specific time. The other rooms are primarily open from 8:30-2:40. Before care is offered in another room and those kids who stay for after care combine.

What is the best way to calculate substantial portion of the day for the rooms that are only open for specific time? How should this be worded on the schedule so that it is clear for the verifiers?

Also, for the rooms that combine, what is the best way for the schedule to be written?

If there is a room that is open a shorter time than the other rooms, i.e. a VPK room that is not used before and after VPK, we count just the hours that the room is open; however there is a caveat to that. Most of the children in that room must be enrolled for just those hours. If most go home and just a few go to another room, we count it going by the shorter hours. If many of the children are there longer, for example they come an hour earlier and stay two hours later, then we go by the longer time, and look at the materials in the other rooms used.

  2. The posted schedule should be specific to the room where it is posted. So a room that is used for after care should have both the regular classroom schedule and the after care schedule posted.
