Sleeping Mat Thickness

While at a school, the director posed the following question...

If they took 2 1-inch sleeping mats and stacked them on top of each other and then covered them with a fitted crib sheet, could they count that as a 2-inch sleeping mat?

Please indicate what book and page the information, either for or against, can be found in.

According to the Broward County CCL Ordinance, nap mats must be at least one inch thick. According to the Nap Item in either All About book (Nap 1.2 "healthful provisions"), preschool mats must be at least 18" apart, and cribs and toddler mats must be at least 36" apart. Each child must have a clean sheet under them and a clean blanket over them. The bedding should be stored so it is not touching the bedding used by any other child. There is nothing in the ERS about thickness of mats. Hope this helps.
