Some licensing questions that I am hoping someone can help me out with....
If a teacher has a Masters degree and teaches in the afterschool program, does he/she need the 40 hours?
If a teacher has a Masters degree and teaches ages 5 + over the summer, does he/she need the 40 hours?
Does a substitute teacher in the 3 year old class need her 40 hours?

All after school counselors who are regularly part of the general after school program are required to complete the 40 hours and pass the competency exams, OR take and pass the exams without the class OR apply for education exemptions from the State. Educational Exemptions would be based on comparing the specific areas on the transcript with the specific areas covered by each section of the 40 hours. Just having a Master’s degree does not automatically exempt counselors from anything. The extent of the exemptions would be dependent on the actual course work involved in the Master’s Program compared with the content of each class. Individuals with degrees in early childhood education typically are able to be exempted from most of the 40 hours but usually still need to take the section on Rules and regulations.
2.) Summer only staff who work in summer only programs for children over 5 years of age are not required to take the 40 hours.
3.) The training requirement is not base on the title of the staff person. All persons who regularly work in child care regardless of their title (teacher, volunteer, counselor, suibstitute, etc.) are required to comply. Substitutes who really only provide care during sporadic absences of regular staff are not required to compy with the training requirements provided the facility can demonstrate that they are not regular staff persons. Typically, that would involve providng that they work less than 40 hours a month with children.
