Raised edge on changing tabls

Do all the surrounding edges have to be 6inches high on the changing table?

The purpose of the raised edge is to prevent a child from rolling off the changing surface. The "raised edge" is primarily referring to the long sides, not necessarily the head and foot area. However, if the changing table has no protective barrier/wall next to it at all, the child could roll off in any direction! So, the side right next to a wall would not have to be 6" high, but the outer side would.
