If a pad is used on the changing table, does the person changing the diapers have to clean and sanitize under the pad and the changing table surface as well?
If a pad is used, the changing table surface should also be cleaned and sanitized, because there may be leakage. Also, we often see torn pads, with padding exposed. This is both a safety hazard(choking) and a health hazard (inability to sanitize exposed padding).
